Yes, two-factor authentication for an enterprise can be enabled either during the enterprise creation process or by editing an existing enterprise.

All users which are a part of a 2FA-enabled enterprise are forced to use two-factor authentication on their subsequent log-ins. Upon turning the 2FA setting on, authentication is immediately enabled for all users with the assess to the enterprise.
